The JACKS SON State Highway Chief Complains Diversion Funds Department Can Not Do As It Wishes To Do, He Says That diversion of a portion of the state highway funds through legislative enactment to schools and other purposes hampers the State Highway Department from engaging in road construction in Tennessee on the scale which should obtain, was the statement of Judge C. W. Phillips, highway commissioner, made to a group of Jacksonians who called upon him at his offices in Nashville yesterday relative straightening the Brownsville-Jackson stretch of the Broadway America and asking that as soon as feasible the building of a four-lane highway for the 28-mile stretch. Commissioner Phillips told the Jackson delegation that he realized the importance of the proposed improvement of the Brownsville-Jackson stretch, but that other er stretches of the Broadway of America in West Tennessee also, needed improvement. The Jackson delegation insisted that the most important of all thistretches needing improvements, that a large portion of traffic in West Tennessee was over this route, that much tourist travel was had and an even greater amount would be had with the improvement that is being sought.

The Jackson delegation asked that a survey of the proposed improvement be made and Commissioner Phillips indicated that this would be done in the near future. To Close Battle Creek Coal Mine After Disorder Ambush Of Ten Or Fifteen Men Riding Trucks To Work SOUTH PITTSBURG, March 28-AP)-Threats of further violence by ambushed gunmen who wounded 10 to 15 men riding trucks to work caused the Battle Creek Coal 1 Mine to announce today it had no plans for resuming operations immediately. "They warned us not to work those mines or they'd come out here and blow place off the said Mine Foreman D. W. Freeman, one of about 30 to escape injury yesterday when the two trucks were fired upon as they rounded narrow mountain road.

The mine, about "18 miles from here and which normally employs about 50 men, re-opened last Monday under a contract with the Progressive Mine Workers of America (AFL). It had been idle for 13 months after negotiations bogged down with the United Mine Workers (CIO). Both George Rind Cain, company superintendent, D. W. Freeman, foreman, said miners affiliated with CIO locals in nearby towns were responsible for the shooting.

Freeman said he could identify several of them. Freeman said the gunmen opened fire without warning and that both trucks stopped immediately. He estimated that 150 shots were fired but others placed the number at nearer 25 or 30. The workers suffered only minor flesh wounds. of the men leaped from the trucks and tried "to escape, Freeman said, but were captured and returned.

"They yanked me out of my truck and gave me a good cussin' while they prodded me around with shotguns and pistols," he asserted. 'Dam they said, 'let's kill him and then go get George Cain (superintendent)." Freeman said the threat to "blow the place off the map" was made as the workers were herded together in a group. There was no indication of an official investigation of the shooting. Deputy Sheriff R. H.

Paul V.

McNutt, federal security administrator, announced today that the 48 states, District of Columbia, Alaska and Hawaii distributed $910,398,918 since the unemployment compensation system began operating on Jan. 1, 1938. Officials had no estimate of the number of persons who received these benefits. They reported, however, that payments last month were higher than in any month during the final quarter of 1939. Authorities offered no explanation of the increase.

Among the states contributing the larger amounts during the two years to insured workers out of employment were: York, Pennsylvania, California, Indiana, Ohio, Michigan, Illinois, $24,101,772 and Texas, 960,822. The board reported these state totals in unemployment compensation benefits paid in February, with the percentage of change from January: North Carolina $309,462, up 7.9; Virginia $511,561, 39.6; West Virginia $277,021, up tucky $362,810, up 31.2; Tennessee $472,616, down 7.6. Tennessee's unemployment compensation payments two years totaled $10,793,352.26. Figures released by the Unemployment Compensation Division of the labor department showed 016.27 paid out in 1938 and 638,335.99 in 1939. W. Hillsman, said today. Orders for 5,548 tons of lime and slag and 1,671,200 pounds of phosphate to be used on soil building crops have been placed. As result of recent community meetings throughout the county, the number orders for lime and phosphate has been greatly increased, the county agent said. At these meetings orders were taken for 1,288 tons of lime and 2,942 bags of phosphate.

"In order to be eligible for payment under the 1940 program, every producer must sign a farm plan indicating the soil building practices he expects to carry out in order to earn his soil building payment," Mr. Hillsman. April 15 is the deadline for signing these plans, and every producer who did not sign at one of the community meetings or in the office should do so as soon as possible."
