Mrs. Richard B. Shoaf, 74, died about 10:15 p. m. Monday at Milan Hospital where she had been a patient for the past week.

Mrs. Shoaf had been in ill health for two years. She was born and reared in Cov ington, member of a pioneer Tipton County family. She moved to Milan with her. family in 1919 to spread the federal debt among many individuals rather than concentrating it in the banks.

In a sense, savings bonds are in competition with the banks who handle them, since they would like to increase the total in the savings accounts they offer. These accounts, in many commercial banks, now bring 3 per cent. In many savings banks they now bring ZY per cent. Savings Loan Assns. often pay higher rates than that.

So do many corporate bonds and most home mortgages, while some common stocks returned still more. Higher interest rates elsewhere caused redemptions of U. S. savings bonds to top sales by Vk billion dollars in the period between the start of the fiscal year July 1 and the time this spring when Congress gave the treasury power to lift the interest rates to 3Y from 3 per cent. The debate in financial circles over whether banks should go on advising customers to buy savings bonds led the paper to query the bankers.

By SAM DAWSON' NEW YORK The nation's safest Investment risk U. S. savings bonds still have the blessing of nearly two thirds of the country's bankers as a good way to save. Half of them say they feel a patriotic or moral duty to go on pushing their sales for the U. S.

treasury. A third think the new higher interest rates will boost sales, which had been lagging. These are the findings in replies of 500 bankers queried by the American Banker, daily newspaper of banking and credit. The question, however, brought some sharply worded dissents. Many investors have been turning to other investment forms that pay higher returns with the risks involved running all the way from small to frankly speculative.

Bankers have been selling and redeeming these bonds for the U.
