The federal budget is already strained by the cost of the war on terrorism, lawmakers say, and it would be much more difficult to absorb the cost of a more advanced conflict with Iraq. Top administration officials say there's no question the United States is equipped to handle more than one adversary. "We will have and do have a capability in the United States to provide for homeland defense, to undertake a major regional conflict and win decisively, including occupying a country and changing the regime, if necessary, and simultaneously, swiftly defeat another aggressor in another theater and, in Steve Channell, 49 BATH SPRINGS Mr. Steve Channell, age 49, formerly of Bath Springs, died Tuesday, September 10, 2002 in Houston, TX.

Sen.

Carl Levin, chairman of the Senate Armed Services Committee, said he too believes the United States has the military resources to prevail in Iraq. However, the Michigan Democrat says uniformed officers want to proceed with caution and weigh the likelihood of casualties, costs, the inability to focus on other battles, and a lengthy. stay in Iraq. Simply in terms of numbers, the United States is using only an estimated 10,000 troops in Afghanistan and it has 1.4 million people in uniform. Retired Gen.

Wesley Clark said the question is how to distribute intelligence assets. "We're using a lot of those in Afghanistan right now, but I'm sure we've got enough because we're covering Iraq at all times," he said. "We'll be stretched thin, but it's doable." Intelligence operatives are key in both conflicts because troops would be relying on their reports to track down elusive al-Qaida operatives as well as to corner Saddam, who uses body doubles and has access to myriad palaces and underground fortresses. Another war on Iraq is expected to be considerably more complicated than the Persian Gulf War, when the United States had plenty of regional support that gave it easier access to its own troops and supplies.

Without that logistical support, getting in and out of Iraq would be more difficult, experts say. "There is no doubt we would prevail, but at what risk?" said retired Gen. Joseph Hoar, former commander in chief of the U.S. Central Command.
