Jackson Sun Wednesday, August 28, 2002 'Arab-looking' travelers expect scrutiny on flights The Associated Press NEW YORK -Interrogations, body searches and suspicious stares are not the only sources of humiliation these days for air travelers with darker complexions and foreign names. But many of the indignities endured by air travelers of Arab, Middle Eastern, South Asian and even South American backgrounds have been self-imposed changes in behavior they have adopted just to get through the experience with a minimum of inconvenience and shame. "I don't open my mouth in the plane," said Lebanese native Khaled Saffuri of Great Falls, Va. Saffuri, 45, makes sure he shaves closely and puts on a suit every time he has to fly, even on weekends. To avoid the stares of fellow passengers inside airports, he recently joined United Airlines' $450-a-year Red Carpet Club, which gives him access to lesscrowded lounges.

He hates driving, but has taken his car to West Virginia, Ohio and Michigan over the past six months just to escape the aggravation he faces when flying. Nidal Ibrahim, the 35-year-old editor of Arab American Business Magazine, said he tries to get a seat in the back of the plane, far away from the cockpit, lest he make the flight attendants or other passengers nervous. He also makes sure to go to the restroom before boarding to avoid making others fearful by getting out of his seat mid-flight. "I'm also very careful about what I pack," said Ibrahim, a Californian who was born in the West Bank. "I debated long and hard recently about whether I was going to take a pen.

I'm a writer and I'm debating whether I should take a damn pen." The airlines deny they have engaged in racial profiling since the Sept. 11 hijack attacks, in which Islamic extremists struck at the World Trade Center in New York and the Pentagon in Washington. Still, discrimination lawsuits are stacking up, filed by fliers outraged at what they considered to be abusive treatment. Plaintiffs include Arab-Americans, a permanent U.S. resident from the Phillippines and a U.S.

citizen born in Guyana. Some incidents have received extensive news coverage: A flight bound for New York's LaGuardia Airport was escorted by a military plane after a passenger raised suspicions about a group of Indian travelers who were passing notes and changing seats. The group, which included a noted actress, was detained for questioning and released 5 hours later. Apparently they were just excited about seeing New York. A pilot refused to fly an armed Arab-American Secret Service agent out of concern that his badge and photo ID were not genuine.

Bodkin Funeral Home Milan, TN By CHRISTOPHER NEWTON The Associated Press WASHINGTON FBI agents are learning to read body language, understand Islamic fundamentalism and master other skills geared toward combating terrorism, part of the most significant change in training in more than half a century. Roger Trott, head of the FBI's new agent training program at Quantico, said the amount of time new agents are trained in counterterrorism and counterintelligence will be more than doubled beginning in October from 23 hours to 55 hours. FBI basic training, which usually lasts 16 weeks, will be extended by a week to help accommodate the change. The FBI also is training some longtime agents to read body language, officials said. "Since Sept.

11, there has been an emphasis on preparing agents to deal with terrorism cases," Trott said. "It is very rare that time is added on to new agent training." FBI training generally has focused on physical conditioning and crime-solving techniques. Abilities like reading body language and dealing with foreign intelligence are now receiving more attention. "Training includes deciphering all the clues you can get not just what someone tells you in an interview, but all the signals they may give off," Trott said. Former FBI chief analyst Paul Moore said the expansion of unusual spelling of her first name.

Mardam Bey, a temporary worker for the Open Society Institute, a George Soros foundation, said she now rides Amtrak when traveling to Boston or Washington. While such measures may be effective ways of coping in the short term, they can carry an emotional toll over time and lead to depression, feelings of inadequacy and other stress-related disorders, according to David Rollock, an associate professor of psychology at Purdue University. Rollock is studying the emotions of victims of race-related police misconduct. "If we assume this is going to be a time experience, then it may, not be an unworkable strategy, Rollock said. Eventually, though, "this short-term strategy is going to wear thin for Rollock said the airline industry, which insists its passenger screening process is blind to race, needs to do more to reverse the perception that it is not.

Dilday Funeral Home basic training was necessary, but was skeptical about whether the FBI was doing enough.

"It is significant, but compared to what we need, it is a drop in the ocean," said Moore, an analyst for the Centre for Counterintelligence and Security Studies, a private research firm. "What we need to do is focus on creating agents who have a better chance to intercept intelligence and disrupt operations. One week probably won't be enough to make a real change." The usefulness of agents who are trained in the basics of reading body language became clear as the FBI learned more about how terrorists operated in the country undetected before the Sept. 11 attacks. Two days before the attacks, for example, Ziad Jarrah roared past a Maryland State Police trooper at about 90 mph.

He got the usual treatment: a ticket and a quick reprimand. That ticket was found crumpled up in the car's glove compartment at Newark Airport on Sept. 11, hours after Jarrah and three others hijacked an airliner that crashed in western Pennsylvania. Law enforcement officials, while being careful not to suggest the officer should have done anything differently, say the story illustrates that chance encounters can be important. David Givens, director of the Center for Nonverbal Studies in Spokane, said it's relatively easy to learn the basics about body language.

Givens said it's likely that terrorists give off obvious signs of anxiety before they attack.
