"These requests reflect the largest increase in requests that we've seen for several years," Powers said. Many agencies, for example, are asking the county to pick up where the state which faces a $378 million deficit in the next fiscal year is cutting back funding. -The county also is facing major capital projects, including new schools and school improvements and a new jail, County Executive Alex Leech said. At the same time, Gary Ligon, county budget director, is expecting no major increases in revenues.

The county could end this year short of what it expected to collect from the sales tax, a major revenue for schools. "I dread this budget more so than" past budgets, Leech said. If the state gives no raises to its employees, the county probably will not give raises since it usually follows the state's direction, Matthews said. Fourpercent raises are figured in most of the county budget requests, Leech said. The entire school request is $4 million more than this year's budget. It would take a 66-cent increase on the county's property tax rate just to pay for the increase in the school budget. This year's tax rate is $2.56 per $100 assessed valuation or about $384 in taxes on a $60,000 home.
