Bloomberg gives millions each year to benefit medical research, arts and education, but he typically doesn't announce he is doing so. On Tuesday, he made an exception and released a statement about the anti-smoking campaign, which he described as "a social investment." "It's based on my experience that with better data, more focused publie health interventions and heightened political advocacy, governments will enact policies that have huge health, social and economic benefits," Bloomberg said.

The $125 million will go to existing organizations over two years to implement anti smoking measures. It will include cash for programs that help smokers quit and educate children to prevent them from starting; funds to push for smoking bans and higher tobacco taxes in other cities, states and countries; and Missing Continued from cover her," McDaniel Bolton said. Thinking about what's happened to her daughter's friends breaks her down, again. "They're in college, getting married, having babies she said through sobs Monday. "And we still don't know." One of Cayce's best friends growing up, Amber Treadwell Hansen, and her husband, Mark, have an infant daughter.

As she cares for the baby, Hansen's thoughts often wander to what might have been. "All those milestones in high school ballgames, proms," said Hansen, now a surgical technician living in Jackson, "I would have loved to have Cayce be part of that, to have been in my wedding, share our lives now In some ways, Hansen said, "you move on, because that's what happens. With time it's supposed to get better." But she adds, "It never really gets better until you know something. It leaves time and space for your mind to wander. As he prays for some change in the stalemate for this hurting group, church pastor Russell Little will remind them of truths that don't change.

"God feels our sorrow. Jesus wept and weeps with us," said Little, who came to this congregation three years ago. "We'll pray for something to happen in the upcoming year that will bring this to closure. That there is no closure is what makes this more difficult than a death." In a small corner of her soul, McDaniel Bolton said, "you never, ever lose hope that she's going to come home then there's reality as well." Either way, she said, "we're just trying to find her." Milan Police Chief Ken Nolan was a sergeant, and incoming Gibson County Sheriff Chuck Arnold a chief deputy, when the case first broke. Sometime soon they'll sit down and assign one man apiece to go over the small mountain of information and dead ends one more time.

"Maybe we'll find something we missed," Arnold said. Nolan said, "We did it one other time four years ago. You get other money for a system to track global tobacco and the effectiveness of anti smoking efforts. The campaign mirrors what the Republican mayor already started in New York, where he banned smoking in bars and restaurants and has the health department running an aggressive program focused on helping smokers quit. Nearly 1.2 million New Yorkers smoke, and health officials have given out thousands of free nicotine patches.

Now that Bloomberg is in his last term and still enjoying skyhigh approval numbers, every word he utters and move he makes outside city limits stirs speculation about his future plans. He has said repeatedly he will not run for president and plans to concentrate on full time philanthropy when he leaves City Hall in 2009. Bloomberg built his wealth from the financial information company he founded, Bloomberg L.P., but stepped down as CEO when he first ran for mayor. His fortune i is estimated at $5.1 billion, making him the 40th richest American and the 112th wealthiest person in the world, according to Forbes magazine. Lawrence-Sorensen Funeral Home 731-424-2424 Virginia Frealy Combs Virginia Frealy Combs of Dyersburg, Tennessee, daughter of the late Creasy and Oscar Decker, was born August 4, 1925, at Moko, Arkansas and departed this life August 15, 2006 at the home of her daughter, Mabel Paschal, in Jackson, Tennessee, at the age of 81. On April 14, 1943, she was united in marriage at West Plains, Missouri to James Austin Frealy who preceded her in death February 19, 1979.

She was united in marriage on December 17, 1982 to Rev. Davie N. Combs at West Plains, Missouri. He preceded her in death on March 22, 1987. Also preceding her in death were a brother, Vince Decker; and sisters, Monieda Holman and Wilma Gutelius.

Lawrence-Sorensen Funeral Home 731-424-2424 information and new clues as time goes by." McDaniel Bolton also lives with the scars it's left on her son, 18- year-old Jesse Davenport. "He has a hard time with anger issues," she said. "He's working around town, but has had a hard time with it. People talk about it, say things that may or may not be true, and he's always been there feeling he has to stand up for me or the family." McDaniel Bolton said that outgoing Sheriff Joe Shepard has been her closest ally in this whole ordeal. She's had varying degrees of run-ins with various law enforcement agencies, and no less than an aide to "missing persons guru" John Walsh has told her "you don't burn any bridge with anybody, so I try and keep my mouth closed." Nolan said simply, "There are times Cindy gets aggravated with us, but you understand how she's feeling." Both men say this is one of the tough nights on the calendar for them.

"You can tell by looking in the faces of people that they're tired of coming out," Arnold said. "They want an answer, and deserve one. And we haven't been able to give them one." The ordeal has spawned a larger ministry within the church, a support group for those with missing relatives and friends. It started with McDaniel Bolton. Then came Phelicia Morris, whose mother, Janie Sue Grooms-Lindsey, has been missing since October 2004.

"As we reached out we found others in the area who are going through the same thing. Their loved one may not have disappeared here, but they feel the pain and want closure as well," said Bill Welch, a church elder who has been involved with the group. "It's the way we're taught in the Bible to reach out to people." But what they'll pray for more than anything else tonight is somebody's conscience. "Somebody knows something, and hopefully their conscience gets heavy enough it will come out," Arnold said. "After this much time, sadly, that's probably what's going to break this case."
