6AThe Jackson Sun Monday, Jan. 24, 2000 Colorado to tackle gun-control bills i. i ClOiH- By PATRICK DRISCOLL Gannett News Service DENVER Nine months after the Columbine High School shootings, Colorado state legislators begin debate today on gun control proposals prompted by the massacre. With 17 separate gun-related measures on the docket, this is dubbed "gun week" at the golden-domed state capitol, 12 miles from the suburban setting of last April's killing spree. Both sides of the gun issue are expected to crowd the legislative 1 Proposed laws range from raising to 21 the legal age for buying handguns or assault weapons to includ- ing juvenile police records in criminal background checks for firearms purchases.

Also under consideration are pro-gun bills, including one to ban civil lawsuits against gunmakers and another to allow more people to carry concealed handguns. Last year, the same concealed-weapons bill was shelved by the Republican-controlled Legislature within days of the April 20 rampage. Two students killed 12 students and a teacher and wounded more than 20 others before killing themselves in the worst school shooting in U.S. history. Despite a wave of anti-gun sentiment since Columbine, the bills' outlook is uncertain.

Republican Gov. Bill Owens supports several of the measures, but the Legislature traditionally has been pro-gun. House Majority Leader Doug Dean introduced a bill before Columbine to ease limits" on concealed weapons permits. "I think the Legislature will, in. the long run, support the rights of law-abiding gun owners," Dean said.

He was 79. Claiborne died Saturday at St. Luke's-Roosevelt Hospital, the Times said.

No cause of death was given. He lived in Manhattan and in East Hampton. Soft-spoken, slight and prolific, Claiborne in 1957 became the first male food editor at The New York Times, bringing a wide-ranging and critical palate that appreciated a deli sandwich as well as his beloved classic French food. Responsible in some measure for the American mania for food that developed in the last few decades, Claiborne took readers around the world, discovering ingredients and recipes and making them accessible to home cooks, male and female. He also said he was the first restaurant critic with a formal education in food, which he received at the Swiss Hotelkerip-; ers Association school in Lausanne.

Before Claiborne, restaurant reviews often pleased advertisers" more than diners. As reader -interest in eating out rose, Claiborne acted as a food reporter in' reviews and columns. Not all his research was done in others' kitchens and restaurants'. His home in East Hampton, pn' the East End of Long Island, was often a laboratory for recipes and guest quarters for great chefs" from this country and abroad. Mrs. Martin died Saturday afternoon at Maplewood Healthcare in Jackson. She was born in Chester County, June 29, 1898 the daughter of Ruben C. and Nancy Smith Cup-pies. She was a lifelong resident of the Bemis Community and a member of the Bemis Pentecostal Church.

Mrs. Martin was a retired receptionist for Dr. Kelly Smythe. She is survived by 6 Grandchildren of Jackson, Amos Ragan, Murray Ragan, Sue Ragan, Dennis Butler, Billy Butler and Jerry Wallace whom she reared. She is also survived by several nieces, nephews, Great and Great-Great Grandchildren.

Mrs. Martin was preceded in death by her husband, Asa Martin and three children, Ralph Kelly Martin, Imogens Ragan and Vadean Butler.
